LEGAL NOTICE OF PUBLIC HEARING, BUDGET VOTE, AND ELECTION GREENVILLE CENTRAL SCHOOL DISTRICT

NOTICE IS HEREBY GIVEN, that a Public Hearing on the proposed 2026-2027 Budget for the Greenville Central School District shall be held in the MS/HS Library of the Greenville Central High School, located at 4976 State Route 81, Greenville, NY in said District on Tuesday, May 5, 2026, at 6:30 PM.

NOTICE IS HEREBY GIVEN, that District residents may obtain a copy of the proposed budget at any district schoolhouse as well as the District Office, between the hours of 8:00 AM and 4:30 PM, on each day other than a Saturday, Sunday, or holiday, from Tuesday, May 5, 2026 through the close of polls on Tuesday, May 19, 2026. Further, such proposed budget may be accessed by visiting the District website at www.greenvillecsd.org .

NOTICE IS FURTHER GIVEN, that petitions nominating candidates for the office of member of the Board of Education must be filed with the District Clerk by 5:00 PM on Monday, April 20, 2026.

NOTICE IS FURTHER GIVEN, that a petition is required to nominate a candidate to the office of member of the Board of Education. Each petition must be directed to the District Clerk and must state the name and residence of the candidate followed by 26 signatures for this election. The signatures must state the name and residence of each signer. Blank nominating petitions may be obtained at the District Office between the hours of 8:00 AM and 4:30 PM.

AND NOTICE IS FURTHER GIVEN that the election of candidates to the Greenville Central School District Board of Education and the budget vote shall be held in the Scott M. Ellis Elementary School Cafeteria, located at 11219 State Route 81, Greenville, NY on Tuesday, May 19, 2026, between the hours of 1:00 PM and 9:00 PM, at which time the polls will be opened to vote [by voting machine and/or paper ballot] on the following items:

1. To adopt the annual budget of the Greenville Central School District for the fiscal year 2026-2027, and to authorize the requisite portion therefore to be raised by taxation on the taxable property of the District.

2. To elect four (4) members of the Board of Education

a. The candidate with the highest number of votes and the candidate with the second highest number of votes will be appointed to terms of three (3) years, each to begin July 1, 2026 and expire June 30, 2029, for the seats held by Eric Herbstritt and Kelly Hubicki, whose terms expire on June 30, 2026.

b. The candidate with the third highest number of votes and the candidate with the fourth highest number of votes will be appointed to terms of one (1) year to complete the unexpired terms of Angela Mauriella and James Goode, each term to begin on May 19, 2026 and to expire on June 30, 2027.

3. To adopt the following propositions

PROPOSITION #3: BUS ACQUISITION

SHALL the Board of Education of the Greenville Central School District be authorized to: (1) acquire school buses and associated radios, at a cost not to exceed $1,013,911; (2) expend such sum for such purpose; (3) levy the necessary tax therefore, to be levied and collected in annual installments in such years and in such amounts as may be determined by the Board of Education in accordance with Section 416 of the Education Law, taking into account state aid; and (4) in anticipation of the collection of such tax, issue bonds and notes of the District at one time or from time to time in the principal amount not to exceed $1,013,911, and levy a tax to pay the interest on said obligations when due?

PROPOSITION #4: CAPITAL RESERVE FUND

Shall the Board of Education of the Greenville Central School District be authorized to establish a Capital Reserve Fund pursuant to §3651 of the New York Education Law in an amount not to exceed $3,000,000, with a probable term of ten (10) years, for the purpose of financing the purchase or construction of, and general improvement, reconstruction, renovations or additions to the District’s buildings, including the acquisition of sites, site work and the acquisition of original furnishings, equipment machinery or apparatus required for the purpose for which such buildings are to be used, with such Capital Reserve Fund being funded from unallocated fund balance and/or unencumbered proceeds from the sale of school buildings, future budget surpluses and other legally available sources?

PROPOSITION #5: GREENVILLE LIBRARY

SHALL the Board of Education of the Greenville Central School District be authorized to approve an increase of $600.00, for a total of $45,700.00, for the amount to be raised by tax for the support of the Greenville Library?

PROPOSITION #6: RENSSELAERVILLE LIBRARY

SHALL the Board of Education of the Greenville Central School District be authorized to approve an increase by $610.00, for a total of $31,128.00, for the amount to be raised by tax for the support of the Rensselaerville Library?

4. To transact such other business as may properly come before the meeting pursuant to the Education Law of the State of New York.

FURTHER NOTICE IS HEREBY GIVEN, that a voter registration day will be held on Wednesday, May 7, 2026 between the hours of 3:00 PM and 7:00 PM in the District Office. If a voter has already registered pursuant to the Education Law and has voted at an annual or special District meeting within the last four (4) calendar years, he or she is eligible to vote at this election; if a voter is registered and eligible to vote under Article 5 of the Election Law, he or she is also eligible to vote at this election. All other persons who wish to vote must register.

AND FURTHER NOTICE IS HEREBY GIVEN, that applications for early mail ballots and absentee ballots will be obtainable during school business hours from the District Clerk beginning April 1, 2026; completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter. Early mail ballots and absentee ballots must be received by the District Clerk no later than 5:00 p.m., prevailing time, on May 19, 2026. A list of persons to whom early mail and absentee ballots are issued will be available for inspection to qualified voters of the District in the office of the District Clerk through May 18, 2026, between the hours of 9:00 a.m. and 4:00 p.m. on weekdays prior to the day set for the annual election and on May 19, 2026.

NOTICE IS ALSO GIVEN, that military voters who are qualified voters of the Greenville Central School District may request an application for a military ballot from the District Clerk by mail to ATTN: Daphane Pearson, P.O Box 129, Greenville NY 12083, by email to pearsond@greenvillecsd.org, or fax sent to ATTN: Daphane Pearson @ (518) 966-8346. In such request, the military voter may indicate their preference for receiving the application by mail, fax or email. A military voter must return the original military ballot application by mail to the office of the District Clerk at P.O Box 129, Greenville NY 12083. In order for a military voter to be issued a military ballot, a valid military ballot application must be received in the office of the District Clerk no later than 5:00 P.M., on April 23, 2026. Military ballots shall be canvassed if they are received by the District Clerk before 5:00 p.m. on May 19, 2026 and signed and dated by the military voter and one witness thereto, with a date which is ascertained to be not later than the day before the election.

AND FURTHER NOTICE IS HEREBY GIVEN, that a military voter who is not currently registered to vote may apply to register as a qualified voter of the School District by requesting and returning a registration application by April 23, 2026 in order to receive a military ballot application and ballot, or by May 6, 2026 to vote by absentee ballot or in-person. The request for a registration application may include the military voter’s preference for receipt of the registration application by mail, fax, or email.
